Inspections of safety during woodworking

The campaign in the indicated scope was planned in connection with covering some woodworking machines with the provisions of Regulation no. 5/1993 of the Ministry of Economy and Labour, and due to the relatively frequent occurrence in the sector of work-related accidents such as cuts and amputations, because of irregularities in organising work processes of machinery woodworking. Another reason for undertaking inspections in that sector was the fact that the activity involving woodworking is also related to significant health hazards and risks arising from factors typical of that working environment (e.g. wood dust, noise and vibrations exceeding the permissible values, use of hazardous substances / mixtures and carcinogens, the strain of heavy physical work, adverse climatic conditions during work outdoors, etc.). The inspections covered, among others, carpentry workshops, furniture producers and sawmills.

The campaign’s priority area was selected based on an analysis of information on work-related accidents included in the labour inspection’s own database, and based on accident statistics and data from the entrepreneurs’ register. Employers engaging at least 5 workers were selected for inspections. All labour inspectors were involved in the inspection activity in the framework of the campaign. Information on the campaign plans was made known to the public, so as to enable employers to conduct self-assessment before a labour inspector’s visit.

Inspections were carried out throughout the campaign period. Inspection activities at a workplace lasted from 4 to 8 hours, while the time of activities in the labour inspection’s office exceeded 8 hours. Labour inspectors could use, among others, descriptions of tasks to be performed, checklists, specialised materials on the inspected issues, as well as examples of activities that could be taken upon identification of specific irregularities. IT tools were at the disposal of inspectors, both at the stage of preparing inspections, conducting inspection activities, and the stage of summing up the campaign.

From among 406 inspected employers, irregularities were identified in 397 entities (97.8%); in 30 entities (7.3%) the breaches were glaring and resulted in applying financial penalties. The total of 15 916 persons worked in the inspected entities, while the overall number of workers covered by inspections was 5 845. During inspections the technical condition of 5 668 pieces of equipment was checked; OSH-related irregularities were revealed in 1 068 (18.8%) machines and technical devices. Safety Week

  • Objective of the non-inspection activity: raising awareness of work-related hazards to health and safety among students of upper secondary schools

  • Number of inspectors engaged in the non-inspection activity: different – depending on the structure and work organisation in regional inspectorates
  • Number of specialised staff involved in implementing the non-inspection activity: 1 person in each regional inspectorate and 1 person in the Department of Occupational Safety and Health in the Ministry of Labour, 21 persons in total
  • Budget: the project did not have external sources of financing

The labour inspection carried out the project in cooperation with other entities – in the framework of the initiative aimed at launching accident prevention to the largest extent, focusing on – besides work-related accidents – road traffic accidents, accidents in households and during practising sport. Activities in those areas were initiated in 2017 by the Hungarian Association of Insurance Companies (MABISZ) and the National Police Headquarters. The Safety Week organised in that year on 18-22 September involved, in addition to the above-mentioned organisations, crisis management units, the ambulance service, the Red Cross and many other non-governmental organisations.

Initiatives in the framework of the project were prepared at the level of regional labour inspectorates. Events like visits to schools, family picnics, specialised demonstrations of accident prevention were planned.

The National University of Public Service in Budapest traditionally hosted the launch event of the Safety Week. During the opening session, in their speeches, representatives of the governmental administration emphasised the project’s aim, which was to promote knowledge and deepen the awareness of safety hazards among young people before they enter the labour market. They drew the attention of the audience (both children and adults) to possible sources of hazards at work, the significance of correct risk management and actions preventing accidents and diseases.

In line with the basic assumption of the project, activities carried out as part of the Safety Week were aimed at educating youth in this respect. The fulfilment of this objective is confirmed by regional reports describing the events that were successfully organised. For example, on 19 September in Békés several hundred young people participated in interactive exercises in safety and health titled 'Find a pair' and 'House of Napo'. Among other things, students solved OSH exercises and tested personal protective equipment. On 20 September in Szeged, there was an event under the slogan 'Space for all of us', when the participants could take part in dexterity games, knowledge tests of road traffic rules and plays promoting safety. The event was a family picnic. On the same date the Open Doors Day on OSH was organised at the seat of the regional authorities of Zala region. The event was attended by about 700 students of primary and secondary schools and their families.
